Synopsis
为应对粮食环境和制度格局的快速演进，世界银行全球农业实践局启动了一项进程，反思、分析并讨论世界银行应如何与其他机构合作，为各类公共、私营和民间团体推进城市粮食体系变革的努力提供最有效的帮助。《城市化进程中的粮食体系研究》是此进程的第一步。通过对与城市粮食问题、粮食体系以及城市和城郊农业问题有关文献的案头研究，本报告在分析现状和现有创新举措的基础上，围绕改善城市粮食体系问题，提出了叙述性的概念框架、主要参数和优先安排事项。 该报告将粮食系统划分成相互交叉且快速发展的三个体系：一是传统体系，以城市批发市场，开放或湿货市场、小型独立（家庭经营）零售店为代表；二是非正规体系，以满足城市贫困人口需求，包括非正规食品供应商、餐馆以及各种正式或非正式的粮食供应安全网络；三是现代化体系，包括现代化的批发和食品安全系统、资本密集型食品加工、集成的冷链和食品服务公司、高端物流设施、自有品牌、标签和包装以及现代化的零售店和餐饮机构。
