Synopsis
本书是国家社科基金重大项目的研究成果。本书梳理了中国经济绿色发展的理论内涵，基于绿色发展既要发展又要绿色的基本认识，构建了绿色发展评价体系，以科学把握中国经济绿色发展的现状特征与演化态势，辨识绿色发展的关键制约因素，探讨了绿色发展的战略目标和实现路径，提出了推动绿色发展的政策创新思路。本书的主要结论有：一是强调可持续性理念在我国绿色发展政策体系中的指导作用，建立环境底线政策体系。二是强化环境规制，倒逼产业绿色转型。三是完善绿色产业发展的激励机制，增强激励政策的针对性、协同性和有效性。四是生态产品价值实现机制要重视增加人力资本投入，使其与自然资本有机结合，推动生态优势转化为经济优势。五是按照国土空间管控的要求，实行空间差别化的环境规制政策。
