本指南原文《TechnicalManualforAirConcentrationMonitoringinEastAsia》由东亚酸沉降监测网网络中心（EANET）组织编写，并受第十三届东亚酸沉降监测网络（EANET）科学顾问委员会认可，由第十五届东亚酸沉降监测网络政府间会议通过后发布。东亚酸沉降监测网中国分中心由中国环境监测总站负责，于2001年正式运行，为了更好地完成网络任务和工作，中国分中心编译了《东亚酸沉降监测网大气浓度监测技术手册》。本手册可以帮助EANET各国的质量保证和质量控制经理及各地操作员进行标准化空气浓度监测。此指南也可作为EANET各监测点监测规范的参考文件。
