Synopsis
近年来，随着我国经济社会的快速发展，环境污染问题越来越突出。面对日益严峻的环境危机，我国政府提出了生态文明建设的宏伟蓝图。生态文明建设是一项系统工程，需要实现人与自然的和谐与共存。为了促进生态文明建设早日实现，地方政府需要努力保护好区域环境。因此，本研究基于生态文明的视角，探讨了地方政府环境保护的责任、目标与手段，地方政府环境保护绩效评价的责任主体、绩效指标体系、绩效权重设置、绩效评估过程控制、绩效结果运用等问题。为了确保地方政府环境保护绩效评估工作的顺利进行，在本研究的最后提出了完善环境保护绩效评估法制、加强环境保护绩效评估的公众参与机制、强化环境质量统计等保障措施。
