Synopsis
本文书主要从公众利益诉求和财政支付能力视角出发，研究财政社会福利支出区域均衡问题。着重研究三大问题：一是社会福利区域均衡发展的理论分析， 包括供需环境分析、基本原则和发展目标、“中央—地方—公众”三位一体的理论分析框架；二是社会福利的区域非均衡性测度及福利效应分析；三是基于“中央—地方—公众”三位一体下的福利支出均衡研究，破解影响财政社会福利支出区域均衡的机制禁锢，包括财政激励机制和财政均衡制度，以期为政策优化提供理论参考。具体分为六大部分开展研究。
