信息和材料、能源一样，是构成当今世界的三大基本要素之一。中等职业学校图书馆作为知识信息的宝库、社会知识有机构成的一个重要组成部分、社会信息交流的重要渠道，在学校素质教育中起着不可替代的作用。中等职业学校图书馆以其特有的教育职能在学生的职业技能培养和综合素质的提高方面也发挥着重要职能。本着授之以鱼，不如授之以渔的思想，从学生的可持续性发展计，中等职业学校图书馆在向同学提供丰富、优质的书刊文献资料和信息资源的同时，还需帮助他们掌握快速获取、甄别信息和信息交流的方法。云南省中等职业学校资料信息管理专业委员会在省职教学会的指导下，根据时代特征和职业教育发展趋势，以提高中职学校图书馆馆员和学生信息素质为己任，组织省内9家重点中等职业学校图书馆骨干人员共同编写《信息检索基础》教材。
