About the Author
The writer was born on 3rd Feb in 1952 prior to joining civil services, taught B.Com and M.Com students for 5yrs. in the University of Madras. He has acquired Ph.D in communication management and for his second Ph.D In communication management. He did his M.Sc development studies in England.Among other important assignments he worked as Deputy, Secretary, Ministry Planning and Program Implementation, Government of India and presently is Director Commissioner DI in central vigilance commission.

Dr. Ambedkar in Constituent Assembly debate, mentioned that the emergency powers needed to be resorted to at the rarest occasion or as the rarest contigency. There are different opinions on the need and necessity of emergency powers in the constitution.There is criticism against the abuse of emergency powers and there are sufficient justifications explaining political compulsions. This book does not get into these controversies. But, it remains only as a spectator for understanding the issues and suggesting solutions. Various judicial decisions are quoted to explain the meaning and purpose of political question in the Indian Constitution.
