Synopsis

Informed by extensive field data, this study argues that a well-designed wage-employment program with a guarantee component can not only address the immediate problem of ensuring employment and wages to the poor, but can also contribute towards promoting economic growth of the poor. In this analysis, a village-level social accounting matrix is built in order to estimate the employment, income, and output multiplier impacts of the National Rural Employment Guarantee Act (NREGA) on a village in Gujarat, India. It argues that NREGA works can improve communities by promoting gender equality and strengthening local infrastructure.

Indira Hirway is the director of the Center for Development Alternatives in Ahmedabad. She is the author of several books, including Towards Employment Guarantee in India: Indian and International Experiences in Rural Public Works Programs and Valuation of Coastland Resources: The Case of Mangroves in Gujarat. M. R. Saluja is the author of Input-Output Tables for India and Social Accounting Matrix for India: Concepts, Construction and Applications. Bhupesh Yadav holds degrees in commerce and finance and specializes in construction of social accounting matrices, input-output tables for India and states, and working with large data sets such as Census, National Sample Survey, and Annual survey of Industries.
