It addresses two basic issues related to the development scenario in post-independence India. One, despite substantive and qualitative changes in development perceptions and priorities elsewhere in the Third World, these were not either adequately reflected in Indian academic writings or in government policies and practices. Two, the advancements in technology, the nature and role of communication in the development process of the country were too meagre.
