Commissioned by the UN Secretary General, this report has been written by an independent panel of 16 people comprising former heads of state and foreign ministers, as well as security, military, diplomatic and development officials. It makes a number of recommendations to strengthen the international framework of collective security and to promote a more effective UN for the 21st century, based on the recognition that today's security threats, whether they be terrorism, civil wars or extreme poverty, are all interconnected and require comprehensive strategies to address them.
