It has been undertaken together with companion studies in six other African, Asian and Latin American countries to offer an in-depth analysis of the adjustment process initiated in the early 1980s and often accused of being conducted at the expense of equity. Since adjustment is frequently associated with austerity measures which are particularly hard to support for the poorer groups of the population, this fear is understandable. But several country studies have shown that the dichotomy between growth and equity does not hold in the simple form in which it is usually presented. What is more, in the case of Ghana, adjustment followed a path quite different from that in other countries. This makes it a case of particular interest for study also for those involved in designing adjustment programmes elsewhere. Adjustment was initiated in Ghana after a long period of decline. This long decline made the situation of the country look particularly desperate in the early 1980s. However, having reached such a low level of economic and social performance by its own historical standards seems to have helped to muster the necessary political will and courage in the country to engage in radical changes. This strong commitment, combined with massive external support, has managed to reverse the downward trend of many economic and social indicators. Thus, a certain balance between economic concerns of investment and production, and social concerns such as health and education spending can be observed. Nevertheless, there were also victims of adjustment and other vulnerable groups for whom a special Programme of Actions to Mitigate the Costs of Adjustment (PAMSCAD) was designed.
