Are micro-enterprises and the informal sector in developing countries stifled by government regulation? Drawing upon seven, detailed country studies, this book shows that the answer is largely negative. If, indeed, regulations can impinge upon an enterprise's activities and possibilities for expansion and employment generation, other factors such as financial shortages are equally, if not more, important. A broader understanding of the limitations and potential of small enterprises in developing countries requires these analyses.
