Government researchers and increasingly, teachers, share an urgent interest to establish and improve a national knowledge base for educational policy and practice that has multiple international referents. This report explores the problems and identifies further options. Specific suggestions include setting up joint forums for problem identification and agenda-setting, pooling R&D resources, improving networking, establishing international bidding procedures, creating international R&D centers that can focus on targeted issues, and strengthening procedures for the collection and dissemination of synthesized research knowledge.
