This new Survey of Issues and Developments in Public Management is a unique source of analyses and information on initiatives across the OECD area, addressed to senior public management practitioners as well as the concerned public and experts. In addition to a wealth of country reports, the Survey highlights re-examination by governments of what they do and how they do it accountability issues arising from devolving responsibilities to agencies building effective coherence among interrelated policies and governing within limited resources so as to manage the size of governments and make them work better.

Part I advances Perspectives on three selected issues that are expected to be in the forefront of public management debate over the coming years. Part II analyses the current and ongoing issue of Governing within Limits . Part III is made up of reports on important developments in each OECD Member country, provided by national authorities on their responsibility. The reports common framework facilitates comparisons. A Summary of Developments based on the country reports precedes them. These analyses and reports are supplemented in Part IV by statistical and other reference information. An Executive Summary leads off the Survey. Detailed tables of contents begin main sections to assist those who wish to focus on their particular interests quickly. Work on the Survey was completed in 1996. Special thanks are due to the national authorities who provided the country reports. The Survey is a collective effort which was planned and co-ordinated by Andy Johnson; other members of the Secretariat who made primary contributions to drafting sections of the Survey included David Shand.
