Joe Rizal was in Brussels in June 1890 when he decided to write the continuation of the novel Noli Me Tangere. He finished writing El Filibusterismo after a year and he published this novel staggerly due to financial hardship. Eventually the printing was completed in Sept 18, 1891. Like the first novel, this one was considered as subversive by the Spaniard in the Philippines. when Rizal went back to the Phils, he was arrested and exiled to Dapitan at July 15, 1882 and was persecuted on December 30, 1896 and the revolution started.
