Although the successful economic transformation and reform of China since the 1970s could be regarded as a triumph in human history, China has now entered into the New Normal Era and encountered some slow-down in recent years. The perspective of China's growth under the New Normal Era is relevant for both the domestic and global economies.As the third instalment of ACI's annual tracking of the dynamics of competitiveness for Greater China, this volume includes the rankings and simulation results at both the provincial and regional levels. These offer insights for policy-makers, industry leaders and other stakeholders in identifying challenges and opportunities for sound decision-making. As an important part in determining the success of China's structural change, agricultural productivity is also discussed in detail. Quantitative research is conducted to estimate the agricultural total factor productivity at the provincial level. This provides policy recommendations to help China achieve self-sufficiency in terms of agricultural products.

Tan Khee Giap is a Co-Director of the Asia Competitiveness Institute (ACI) and Associate Professor at the Lee Kuan Yew School of Public Policy (LKYSPP), National University of Singapore (NUS). He is also the Chairman of the Singapore National Committee for Pacific Economic Cooperation. Prior to joining ACI, Dr. Tan has taught at the NUS Department of Economics and Statistics, between 1990 and 1993 after which he was based in Nanyang Technological University (NTU) since 1993. During his time at NTU, he was also an Associate Dean of Graduate Studies Office between 2007 and 2009. Dr. Tan has consulted extensively with the various government ministries, statutory boards and government-linked companies of the Singapore government and also served as a consultant to international agencies. Dr. Tan is the lead author of twenty books, serves as journal editor and published widely in international refereed journals. His current research interests include econometric forecasting, cost of living index, global live- able cities index, ease of doing business index and competitiveness analysis on sub-national economies of China, India, Indonesia and ASEAN.
Yuan Randong is a Research Associate at the Asia Competitiveness Institute (ACI) at the Lee Kuan Yew School of Public Policy (LKYSPP), National University of Singapore (NUS). He obtained a joint degree from NUS and Australian National University (ANU) in Economics and Actuarial studies with First Class Honours in 2012. At ACI, he focuses on data analysis and competitiveness studies of the Greater China economies. Yuan Randong's research interests include financial economics, econometric modeling, and economic development and competitiveness of Greater China economies. As a co-author, he published an editorial opinion on public policy in Singapore, a journal paper in International Journal of Chinese Culture and Management, and two books titled "Annual Analysis of Competitiveness, Simulation Studies and Development Perspective for 34 Greater China Economies" and "2014 Annual Provincial and Regional Competitiveness Analysis for Greater China Economies: Development Strategies under the New Normal".
Xie Teleixi is a Research Assistant at the Asia Competitiveness Institute at the Lee Kuan Yew School of Public Policy, National University of Singapore. Teleixi graduated with a first class honours bachelor's degree from the National University of Singapore in Economics in 2015 and was awarded the Dean's list twice during her studies. At Asia Competitiveness Institute, her work focuses on data analysis and competitiveness studies of the Greater China economies. She is also the coordinator for the project on the city-level competitiveness study for Shandong Province in China. She has co-authored an editorial opinion on public policy in Singapore, a journal paper in the Journal of Economics and Development Studies (under review), and one book on "2015 Annual Competitiveness Analysis, Agricultural Productivity and Development Vision for ASEAN-10" (forthcoming). Teleixi's research interests include quantitative data analysis and modelling, labour economics and competitiveness analysis of Greater China economies.
