Moving from global debates on order, law, and maritime power to the sharper consequences felt in the Indo-Pacific, the book pays particular attention to Southeast Asia, where ASEAN and regional states face narrowing room for manoeuvre amid South China Sea tensions, Taiwan-related risk, and a more fragmented international environment. Through grounded analyses of both global pressures and regional responses, the volume offers a timely assessment of what a more contested maritime order means for stability, cooperation, and strategic choice at sea.

About the Authors

Geoffrey Till is Emeritus Professor of Maritime Studies at King's College London. Once Dean of Academic Studies at the UK Joint Services Command and Staff College, he is the author of some 400 books, chapters and articles. Since 2009, he has been a Visiting Professor, Senior Fellow and Advisor at the S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University (NTU), Singapore. He held the Dudley W Knox Chair for Naval History and Strategy at the US Naval War College, Newport, Rhode Island, from 2018 to 2023 and is now a Non-Resident Research Fellow at its Hattendorf Historical Center. From 2024 to 2025, he was the S. Rajaratnam Professor of Strategic Studies at RSIS. His Understanding Victory: Naval Operations from Trafalgar to the Falklands was published by ABC-Clio in 2014. His How to Grow a Navy: The Development of Maritime Power was published by Routledge in 2022. With John Hattendorf, he edited Recovering Naval Power: Henry Maydman and the Revival of the Royal Navy (Routledge, 2023). The fifth edition of his Seapower: A Guide for the 21st Century appeared in February 2026.

Jane Chan is a Senior Fellow and Coordinator of the Maritime Security Programme at RSIS, NTU, Singapore. Her main research interests include maritime security issues in Southeast Asia, law and order at sea, regional maritime cooperation and confidence-building measures, and regional boundary delimitation and territorial disputes. She is an affiliated faculty member at the Singapore Armed Forces (SAF)-NTU Academy (SNA). Chong De Xian is an Associate Research Fellow in the Maritime Security Programme at RSIS. His research interests include the future of maritime security in ASEAN, with particular emphasis on the region's naval and coast guard affairs, maritime cooperation and confidence-building measures in the Asia-Pacific, as well as great- and middle-power engagement and competition in Southeast Asia. De Xian graduated with an MSc in International Relations from RSIS in 2017 and a BA in History (First Class Honours) from NTU in 2016. Prior to joining RSIS, he served as a naval officer with the Republic of Singapore Navy.
