Why This Report Matters?Yet the findings of this report show a deep contradiction between law and practice in Türkiye. While torture is prohibited under the Constitution, the Turkish Penal Code, UNCAT, the ECHR, and the ICCPR, the post-2016 period created an environment in which access to lawyers was restricted, detention periods were extended, independent medical examinations were weakened, and complaints were often left without effective investigation.
