Synopsis
In February 1799, an American frigate barely a year old closed on a French warship at night, and for the first time the young United States discovered its navy could actually win. Shadows on the Waves tells the story of the Quasi-War, the undeclared conflict that erupted when revolutionary France's contempt for American neutrality curdled into outright piracy on the high seas - and the story of how a republic with no navy, no standing army, and a treasury still crushed by Revolutionary War debt built both from nothing in a single desperate year. Here are the diplomats humiliated by demands for bribes in Paris, the merchant captains who turned privateer for profit and patriotism alike, the young officers - Decatur, Porter, Bainbridge among them - who learned their trade under fire and later became legends of the War of 1812, and the president, John Adams, who broke his own party and sacrificed his reelection rather than let an unnecessary war consume the nation he had sworn to protect. This is the war America chose to forget: the one that built its navy, tested its Constitution, and quietly cleared the diplomatic ground for the Louisiana Purchase. About the Author
Declan Joyce-Meagher grew up in Belfast within sight of the harbor his grandfather worked as a rigger, and it was there, listening to stories of ships and the men who sailed them, that his fascination with the age of sail first took root. After studying history at Queen's University Belfast, he spent over a decade researching the early American republic, drawn particularly to the diplomatic and naval crises that shaped its first uncertain decades. His writing seeks out the moments when a young nation's survival hinged on the judgment of a handful of captains, diplomats, and presidents working with almost nothing. He is especially interested in how small, forgotten conflicts leave outsized institutional legacies. Declan currently lives outside Dublin, where he continues writing narrative histories of the revolutionary Atlantic world.
