More than 20 percent of American adults struggle with foundational reading skills. How can public libraries help?
When the California State Library launched California Library Literacy Services (CLLS) in 1984, it was an ambitious quest. There was funding for only one year. CLLS made the case that libraries not just could but should serve struggling readers. Forty years later the program is still growing and thriving. Who knew sites would increase from 27 to over 100 libraries? Who knew it would enrich and transform more than 500,000 lives—the lives of adult learners and their families, of volunteer tutors, and of library staff?

Each chapter outlines a core CLLS value, how it developed and why it is important for a library-based literacy program. Learning professionals often talk about communities of practice. But the seven CLLS values also work in harmony to create a practice of community, where learners, staff, and volunteers work together in respect and appreciation. Together they open doors to welcome everyone. With adult learners in the driver’s seat, libraries can strengthen equitable approaches to library services.
