About the Authors

Dr. Lamia Zia holds a doctorate in Statecraft and National Security from the Institute of World Politics. She is a 2026 Council on Foreign Relations International Affairs Fellow in Indonesia, a faculty member at the University of Maryland, and an affiliate member of the Artificial Intelligence Interdisciplinary Institute at Maryland. Her research addresses AI governance, digital policy, cybersecurity, strategic communication, and international affairs.

Dr. Shane McNeil holds a Doctor of Statecraft and National Security from the Institute of World Politics and has more than 20 years of counterintelligence experience. He is president and board chair of the Sentinel Research and Policy Institute and an adjunct professor at Columbia Southern University.

Dr. Tiffany Ceasor is president of Scarlet LLC and founder of TSAR, a nonprofit advancing trustworthy, applied emerging technology research. A former Microsoft AI/ML scientist and research data scientist, she focuses on applied AI and cybersecurity.
