Caption title. 2pp. [on folded sheet, p. 3-4 blank]. Toned and lightly creased at top margins. Very good. Dated: War Department - Adjutant General's Office, Washington, July 26, 1866. p. 2 signed [in print]: E. D. Townsend. A few months after George Washington's death, Congress authorized Adams to suspend further appointments of Generals in the United States Army. The following Act reverses that suspension and allows Lieutenant General Ulysses S. Grant to be named the first Army General in 66 years. [Grant was promoted to Lieutenant General by Lincoln just two years earlier under a similar act which revived the grade of Lieutenant General, Feb. 29, 1864]. There are at least two states we have seen; [A] p. 1. last line ends with "Colonel", p. 2. first line begins with "of cavalry". [B] p. 1. last line ends with "it", p. 2. first line begins with "is hereby". Offered here is [A]. Not in OCLC. OCLC: 10858808 finds a 16 page speech by Richard Yates of Illinois regarding this bill, dated, July 18, 1866. …
