Information and communication Technologies (ICTs) have become societal defining technologies. The emergence and growth of ICTs has radically changed the face of our world and created a new form of society, a society linked to ICTs in every way. Fact is, ICTs are extremely crucial to present day living. However, billions of the world’s population are excluded from access to ICTs. Article 27 of the Universal Declaration on Human Rights 1948, provides that ‘everyone has the right to participate, enjoy and share in scientific advancement and its benefits’. Further to this, is the fact that everyone has a Right to Development. Could Access to ICTs be a Human Right? Is there a better method to bridge the digital divide and ensure universal access to ICTs? This book should help shed light on the digital divide; the problems of bridging the digital divide, the value of ICTs and make recommendations towards ensuring universal ICTs access for all. The book will be especially helpful for governments, International governmental organisations, academic institutions, teachers, students and everyone interested in bridging the digital divide.

About the Author: Nnenna Ifeanyi-Ajufo, LLM: Studied International Information Technology Law at Robert Gordon University, United Kingdom.
