Until Senator Haley Reyes, granddaughter of a rancher who once relied on a talking horse named Cisco, drags it onto the floor of the United States Senate as S.1984, the American Accord Act.

The hearing is called not to debate whether animals are smart — everyone grants that now — but whether the smart ones get a seat. The witnesses are summoned by species and by story. Cooper, the border collie whose custody testimony once ended a marriage, now answers questions about precedent. Chester, the cat who built the first animal network, is asked what "consent" means when you were implanted as a kitten. Newton, the lab rat from Room 7, is wheeled in inside a soundproof chamber wired so the committee can hear him think aloud — the same rat who carried Nexum's mortality data out in his head. Scout. And patched in from a Pacific bay, Marina the dolphin, because the question was never only about the land.

One chair is conspicuous by its silence. Mabel. The African grey parrot whose signal was cut by RQ-7 — the remote termination switch Nexum baked into every implant, the same switch that took her voice and nearly took her. Her empty seat is the room's unspoken exhibit: this is what "property" costs.

Against them sits CogniLink's general counsel, and behind him the specter of The Underground — the loose confederation of Granted that has been organizing since the first implant. As the days of testimony stretch, the legal arguments loop. The decisive moment is not a lawyer's. It is Walter, a retired terrier who has spent his life reading the pressure gauges on natural-gas pipelines and who simply explains, in the plainest words, that a mind is a mind, and the container it comes in is a terrible place to draw a line.

The gavel falls. The American Accord Act does not pass or fail in a single afternoon — but the door it opens is real, and it opens onto the next question. The Accord is the capstone of the NeuroLink Universe's first arc: a civically charged finale that pays off RQ-7, The Underground, CogniLink, and the long echo of Mabel's voice, and turns the whole series to face what it had only been circling.
