This book looks at the way in which advice is provided to the summit of government in twelve advanced industrialised countries. It looks at the organisation and staffing of advice for the heads of executives in eight European countries (Belgium, Britain, Denmark, France, Germany, Italy, Spain and Sweden) as well as Australia, China, Japan and the USA. The book examines the increasing pressures for centralisation as core executives confront the differentiation and pluralisation of government and the interplay of constitutional, political and institutional factors, and above all the governmental tradition in each system.

About the Author

B. GUY PETERS is Maurice Falk Professor of American Government at the University of Pittsburgh. He has held posts at, amongst others, Emory University and the universities of Delaware and Tulane. He has written extensively in his research areas and his recent publications include The Future of Governing (1996) and Comparative Politics: Theory and Method (1998). R.A.W. RHODES is Professor of Politics (Research) at the University of Newcastle upon Tyne and Director of the Economic and Social Research Council's Whitehall Research Programme. He is the author or editor of eighteen books including recently (with P.Weller and H.Bakvis) The Hollow Crown, Understanding Governance and Control and Power in Central-Local Government Relations. He has also published widely in journals. VINCENT WRIGHT sometime Official Fellow at Nuffield College, Oxford. He taught at the European University Institute in Florence, and in several other European as well as American Universities. He wrote books on French government and politics and edited or co-edited several volumes on government and administration in Western Europe.
