Wartime Fort Monmouth, Red Bank, N.J. open face franking dated Feb 1, 1943. Interesting provenance as early in the war U boat submarine activity off the NJ coast. A scarce World War II civil defense manual issued from Governors Island, New York, detailing blackout procedures, control of lighting and radio use, and civilian and military movement during air raid conditions. Published in early 1943 at the height of U.S. homeland defense preparations following Pearl Harbor, it reflects the War Department’s coordination of civilian and military readiness along the Eastern Seaboard. The manual governs protocols across New York, New Jersey, and Delaware, offering insight into domestic wartime security measures. Such ephemeral pamphlets were often heavily used and rarely survive in strong condition, making extant copies desirable for collectors of WWII home front material.
