About the Author
James H. Anderson, was a Heritage defense policy analyst at The Heritage Foundation from 1997 to 1999. Previously, he worked as an Associate Professor of International Relations at the Command and Staff College, Marine Corps University. He holds a doctorate in international relations from Tufts University and the rank of major in the Marine Corps reserves.
