Mr. Cooper served as Assistant to the Secretary of Energy, James R. Schlesinger, and previously at the U.S. Arms Control and Disarmament Agency and Federal Energy Agency. He has been a long time consultant to Los Alamos National Laboratory and served on several Defense Science Board studies.
