He received his undergraduate and graduate educations at the Johns Hopkins University where he later was professorial lecturer in arms control and defense analysis. Prior to joining SRS in 1986, Mr. Cooper was Vice President for Strategic Programs at Eaton/AAC, had previously headed Jeffrey Cooper Associates, and was founder and Director, Policy Studies Department at R&D Associates after leaving government service. Mr. Cooper served as Assistant to the Secretary of Energy, James R. Schlesinger, and previously at the U.S. Arms Control and Disarmament Agency and Federal Energy Agency. He has been a long time consultant to Los Alamos National Laboratory and served on several Defense Science Board studies.
