About the Author: Neta Crawford is an Assistant Professor in the Department of Political Science, University of Massachusetts, Amherst. She is the co-editor (with Audie Klotz) of How Sanctions Work: Lessons from South Africa (1999), and author of Soviet Military Aircraft (1987), and a number of articles in leading journals.
