林福權，筆名三木風，1937年出生於中國福建省雲霄縣。1964年上海復旦大學畢業後一直在上海工作生活。退休前就職於上海某研究所。上世紀八十年代發表過兒童科幻小說《雨夜神眼》《神奇寶貝》, 中短篇科幻偵探小說《神秘的海螺》《死者的證詞》《特異密碼偵破記》。退休以後以本人眼見耳聞心想創作了真實描寫上海＋年文化大革命的長篇小說《秋風縷縷》。
