From 1955 to 1959, he wasassigned in various locations; (1) in Edwards AFB, (2) in Indianapolis,Lansing, Kansas City International, Dallas/Fort Worth (DFW) with the FAA,(3) in DC with the FAA Headquarters, and (4) returning to DFW.When Cecil retired from the Air Force, he became a contractor for the FAAand supported their needs. He also worked at the headquarters of theFAA and provided support for the air traffic control Futuristic Branch.

"Cecil Miller was born on December 8, 1937 in a farmhouse in Indiana. He had three siblings and was the youngest member of the household. He can still recall a few memories of home. He remembers spending time on a creek that runs along the property line. At age five, he went to school. His oldest Brother, Joed, helped him tie his shoes and eventually taught him how to do it. They walked a graveled path to a culvert and he would practice tying his shoelaces underneath it. When World War II broke out, he could still recall airplanes flying in formation and the frequent blackouts. His father was worried that the draft board my enlist him because they were only tenant farmers. The rest of Cecil's story can be read in his book. Throughout the text of his book, he used the male gender but according to him, the person on either side of the mic-to-mic communications may be female because, in aviation, there is no gender differentiation."
