About very good. In original condition, untrimmed. The second edition, after the first of 1796. An extensive compilation of debates in the House of Representatives in the wake of Jay's Treaty, which provoked much hostile reaction in the U.S., especially among Republicans in Congress, and which was passed only through the prestige of Washington, who felt the measure was necessary. These lengthy debates relate to constitutional issues, especially on the powers of Congress with respect to treaties. William Duane, who reprinted these debates, was publisher of the AURORA, and the leading Jeffersonian Republican printer in the United States. His decision to republish these heated debates was no doubt intended to support President Jefferson's positions in foreign policy, especially with regard to the recently-passed embargo, prohibiting American commerce with Great Britain and France.
