Removed from a larger book of government documents, this bill was passed and outlined the requirements for incorporation of a company proposing to build plank roads or turnpikes. A movement driven by private capital and supplemented by government dollars in the 1840s reached its peak in the 1850s. The hope was to connect the coast with the interior of the state fostering intrastate commerce. Ultimately a contentious issue given the funds and the possibility of corruption when it came to eminent domain. While many of the projected roads did not materialize, about 500 miles of plank road was constructed in the 1850s.
