De zoon van de Venezolaanse minister van Buitenlandse Zaken wordt dood gevonden in zijn appartement in Brasilia, hij lijkt het slachtoffer te zijn geworden van een crime passionel. Gezien de vooraanstaande status van het slachtoffer wordt hoofdinspecteur Mario Silva door zijn baas opgetrommeld om de zaak te onderzoeken.
Als hij zich eenmaal heeft verdiept in de zaak, ontdekt Silva dat er op exact dezelfde manier een hele serie moorden is gepleegd door heel Brazili�. De slachtoffers zijn eerst in hun maag geschoten en daarna op een gewelddadige manier doodgeslagen. Allse wijst erop dat er een en dezelfde moordenaar aan het werk is, maar de slachtoffers - van verschillende etniciteit, andere woonplaatsen en sociale klasse - hebben helemaal niets met elkaar gemeen.
Welk gruwelijk motief verbindt deze moorden? Silva bijt zich samen met zijn vaste partners Arnaldo en Hector vast in de zaak om te voorkomen dat deze wrede moordenaar nog meer slachtoffers maakt...
