The monthly was written and published by Goldwin Smith who had used the nom-de-plume The Bystander in his writings . Graeme Mercer Adam was literary assistant and business manager of "The Bystander" for its early years. A very attractive set. "Smith resigned from The Nation and temporarily withdrew from the pillory. Canada First was in trouble. The Canadian National Association had ceased existence after the defection of its hero, Edward Blake, and internal disputes over whether it should be a third political party. So opinionated a man as Smith could not keep silent. In 1879, A Bystander was once again back in Canadian Monthly and National Review. Not only that, but Smith founded and almost entirely alone wrote The Bystander, an independent publication with several metamorphoses; as a monthly whose motto was Not Parity, But the People, from January 1880 to June 1881; as a quarterly from January through October 1883; and then again as a monthly from October 1889 to September 1890". - Sutherland.
