Raisa B. Deber is a professor emeritus at the Institute of Health Policy, Management and Evaluation, University of Toronto and has received many awards for her contributions to health policy. Catherine L. Mah is an assistant professor in the Division of Public Health Policy at the Dalla Lana School of Public Health at the University of Toronto.
