See photos for condition details. Hardcover, half brown leather with marbled-paper sides spine is covered with black cloth library tape in hand labeled. Exterior shows wear to the corners and edges as well as scuffing and soiling. NOTE: this is an ex-library copy from the American Library Association. Besides the exterior spine labeling there is also a pocket on the rear pastedown and a very small "withdrawn" stamped opposite the contents page. Hinges at boards have white tape reinforcements and rear end page shows chipping along the outside edge. Second end page contains handwriting "Complements of Ernest F. Acheson and the letters "019 AM3" on page opposite. Ernest Acheson was a newspaper editor and a representative to the United States House of Representatives (1895-1909). This is a government publication from the 54th Congress, 1st Session, House of Representatives, Document No. 360.
