Grade 9 Up?"Caution is advisable when evaluating numbers..." warns this carefully written overview of the current status of immigration to the U.S. Cox begins with a concise history of immigration and the pertinent laws. Citing the viewpoints of both those who favor and those who oppose strict regulation, he examines the impact of immigration on employment, social services, education, and crime. In so doing, he touches upon such topics as whether newcomers take away jobs from others or expand the economy, whether they take unfair advantage of welfare, whether the spread of Spanish threatens the use of the English language, and what to do about illegal aliens. While this is an evenhanded account with numerous source citations for each chapter, the immigrant fares favorably under Cox's hand. This is a fine resource for reports, although the index is limited. Scattered throughout are blurry, uninteresting black-and-white photographs. Coverage is similar to that in Tricia Andryszewski's Immigration (Millbrook, 1995); Cox, however, writes for an older audience, and has less on history and more on current impact.?Diane S. The style is dull, and the occasional black-and-white photographs are poorly reproduced, but this title in the Multicultural Issues series does provide a well-documented, balanced introduction to the controversial issues about immigration in this country that are being furiously debated. Cox traces the history of why and how people have come here and shows the differences and connections between the past and the present. She raises important questions about legal and illegal immigration and introduces the crucial debates about ethnicity, diversity, and community. The detailed chapter notes will help students read further for themselves. Hazel Rochman
