Presentation copy from James H. Eckels, Comptroller of the Currency from 1893 to 1897 to William M. Springer 1836 - 1903) of Illinois who served in the US House of Representatives from 1875 to 1895. Presemably this book was distributed by the Comptroller to favored associates in teh Congress and in Washington. This is an interesting paring in that both men were notabel for unrealted reasons. Eckels, a 35-year old lawyer appointed by President Cleveland broke the precedent that only those with previous banking experience could serve as Comptroller. According to the website of the Office of the Comptroller of the Currency, "(Eckels) made up in perseverance and skill what he lacked in experience. A month after Eckels took office, the country plunged into a deep financial crisis, the panic of 1893. His tireless efforts to restore confidence in the national banking system played an important role in bringing back the economic health of the nation. Eckels became president of a national bank in Chicago in 1898." Springer is best known as the author of the Congress' Springer Amendment that created a "rider" to the Indian Appropriations Act for 1890, which began the process of placing the Unassigned Lands of Indian Territory within the federal public domain and open to homesteaders. Earlier inhis career, Springer had unsuccessfully challenged the federal income tax levied during the Civil War in the case of Springer v. United States. Inscribed on the ffe: "Wm. M.
