It has been said that you need a licence even to drive a car, but anyone can have a child, whether they have a good understanding of the challenge of raising one or not. As a teacher, I have seen good kids, and not so good kids, and while the older ones bear more responsibility for their own behavior, the parents certainly share some of the credit or blame, either way.
