About the Author

John Henry Merryman (1920–2015) was the Nelson Bowman Sweitzer and Marie B. Sweitzer Professor of Law, Emeritus at Stanford University. Rogelio P�rez-Perdomo is a law professor at the Universidad Metropolitana, Caracas.
