Printed wraps. 39 pp. Using the context of the Spanish-American War and American actions in the Philippines, the author advocates the use of some form of colonization by the United States in tropical nations, asserting that most of the countries in that region are incapable of self-government. Parrish presents a somewhat biased and stereotypical view of tropical populations, with US colonization being an answer to securing economic interests in those regions. His address is followed by an appendix containing allocutions, proclamations and newspaper editorials in the Philippines in 1903. GOOD condition. Large strip of paper on the front cover, apparently from an envelope (triangular in shape). Some browning to the wraps. Minor soiling and edgewear. Interior clean and solid.
