About the Author: Martin S. Quigley, spent a quarter of a century in film trade journalism as a reporter, reviewer, editor, and publisher before starting studies at TC where his principal dissertation sponsors were Donna Shalala and Walter E. Sindlinger. His dissertation was an early study in the politics of higher education: "The Government Relations of Five Universities in Washington D.C." From the time of graduation he taught higher education subjects to teachers and administrators at Baruch College of the City University of New York, Seton Hall University, and TC where he was a visiting professor in 1990.

Thomas R. Bailey is the George and Abby O'Neill Professor of Economics and Education in the Department of International and Transcultural Studies at Teachers College, Columbia University. He is also the director of both the Institute of Education and the Economy and the Community College Research Center. Professor Bailey, who earned his Ph.D. in labor economics from MIT, is an expert on the economics of education, educational policy, community colleges, and the educational and training implications of changes in the workplace. He has served as a consultant to many public agencies and foundations including the U.S. Department of Labor, the U.S. Department of Education, the U.S. Congress office of Technology Assessment, the Alfred P. Sloan Foundation, the William T. Grant Foundation, and several state and local economic development and educational agencies.
