The incasement for the steel columns was designed by Albert L. Harris, municipal architect, and H. H. Marsh, chief of the structural division, engineer department, Government of the District of Colum bia. The steel columns were donated by the Bethlehem Steel Co. The cost of incasing the columns in brick walls was borne by the Washington division, Common Brick Manufacturers' Association of America, Jordan A. Pugh, district manager.
The tests of the columns were made in the engineering mechanics section, of the Bureau of Standards, under the direction of H. L.'
