Establecimiento Tipográfico de Fortanet. Madrid, 1893. En 1893 publicó esta obra que fue la más importante de las escritas por él, Concepto del mando y deber de la obediencia: cartas a Alfonso XIII. En ella realizó una serie de reflexiones de gran calado que constituyen un resumen de todo lo aprendido cuando preparaba sus anteriores libros.Es la aplicación práctica a todo lo legislado anteriormente en el terreno de la moral militar. Constituye el tratado más importante de esta disciplina hasta bien entrado el siglo XX, sirviendo de referencia obligada, a cuantos ensayos se realizaban sobre el tema. José Canalejas, autor del prólogo, llama la atención sobre la oportunidad de este libro dedicado al cultivo del espíritu, cuando la bibliografía militar de la época estaba tan mediatizada por la literatura profesional de carácter técnico. Ésta es, precisamente, una de las claves del éxito de la obra de Muñiz y Terrones.Muñiz define en su obra las cualidades morales que debe observar el que ejerce el mando, adelantándose a su época al proponer una obediencia en la que la iniciativa no quedara absolutamente apartada y apela a la responsabilidad de un racional ejercicio del mando para conseguir el adecuado espíritu militar, del que los españoles, según Muñiz, andan un poco escasos en beneficio de su vocación guerrera.Como todos los militares intelectuales de su generación, denunció los males de la politización en las fuerzas armadas y propuso el estudio y la ilustración, junto a las adecuadas normas morales, como único método para la anhelada regeneración de la institución armada.
