About the Author

He served as secretary of the Kentucky Cabinet for Health and Family Services from 2003 to 2005. F. Douglas Scutchfield, MD, FACPM, FAAFP, DSc (Hon), DHL (Hon), is the Peter P. Bosomworth Endowed Professor of Health Services Research and Policy Emeritus at the University of Kentucky.
