Contributions to an Inquiry Into the State of Ireland

Contributions To An Inquiry Into The State Of Ireland by Frederick Temple Blackwood, 1st Marquess of Dufferin and Ava offers a mid-19th-century parliamentary perspective on the condition and prospects of Ireland. This volume compiles speeches, prefatory remarks, and appended materials that examine Ireland’s distress and the supposed sources of discontent. Dufferin identifies three principal grievances often cited in debates: the Episcopal Church in Ireland, tenant-right and compensation for improvements, and the high level of emigration. He argues that the Fenian movement is largely unconnected to these issues, instead arising from broader social and economic forces, including population pressure and the ongoing transition from agrarian dependence. While acknowledging room for legislative reform, he contends that sweeping measures would unlikely quell disaffection and may even exacerbate it. The author advocates a pragmatic approach—limited reforms, public morality, capital investment, and an arbitration mechanism for resolving disputes over improvements—to stabilize Ireland and encourage orderly development. The work also presents comparative observations on Ulster’s relatively stable landlord–tenant relations and the role of tenant-right in fostering economic vitality.
