Dr Monica Horten is a Visiting Fellow at London School of Economics and Political Science, and serves as an independent expert for the Council of Europe on freedom of expression and the Internet. She has assisted in capacity building projects in Eastern and Central Europe, including Ukraine. She is a writer and policy analyst, specialising in Internet policies in the European Union. She has spoken at conferences around Europe on the topic of Internet and freedom of expression. She was awarded her PhD from the University of Westminster in 2010. She holds an MA in Communications Policy (with distinction) and a postgraduate diploma in marketing from the Chartered Institute of Marketing. She has written on telecommunications for many years, and freelanced for the Daily Telegraph and the Financial Times. She has published two further books on Internet policy.
Her influential European Internet policy blog on iptegrity.com attracts an international readership including academics, lawyers and policy-makers.
