Groups committing acts of terrorism have adapted their means of financing to elude detection since the 9/11 attacks in the United States. She previously served as Assistant Secretary of Commerce responsible for regulating dual-use commodities, and as senior staff on the House International Relations Committee dealing with sanctions and export controls.
