About the Author
John E. Rouse, Ph.D. Professor Emeritus of Political Science He taught undergraduate and graduate courses in public administration, American government and politics, and organizational theory. He holds a B.A. from Furman University 1964, and M.A. and Ph.D. from the University of Maryland, College Park. Dr. Rouse has been an Op-ed contributor to The Chicago Tribune, and the Christian Science Monitor. He has been a columnist for the Sunday Editorial page of The Muncie Star and served as the Producer-Commentator for a weekly Indiana public affairs radio-television program. C. Kenneth Meyer, Ph.D. Thomas F. Sheehan Distinguished Professor of Public Administration, College of Business and Public Administration, Drake University Nationally Recognized Author, Speaker, Professor C. Kenneth Meyer is an author of nearly a dozen books on public personnel management, public management practice, violence in American society,public administration and public policy. He has published nearly 100 scholarly articles on a range of topics including: effective and efficient government, program evaluation, workplace violence, organizational training and development, policy evaluation, and public participation strategies. During C. Kenneth Meyer’s 37 years of teaching at the university level, he has taught more than 45 diverse courses for the public administration field including public administration, public policy, research methods and statistics, empirical theory, international policy, American government, politics and public participation. Among these courses is an international award-winning comparative public management and public policy class incorporating a European study abroad component. The class is focused specifically on identifying the best worldwide practices in the public, non-profit and private sectors. The information learned and resources gathered from these identified best models and best practices are incorporated in the cases presented in these two new “must have” teaching resources, Managing America’s Organizations and Managing Public Service Organizations. As an invited speaker, presenter and host for more than 50 presentations around the world, C. Kenneth Meyer keeps an active schedule speaking and consulting throughout North America, Europe and Asia. He directs and facilitates public management, private sector, and non-profit coursework in both professional certificate and graduate programs. Jeffrey A. Geerts, M.P.A Special Projects Manager, Iowa Economic Development Authority Jeffrey A. Geerts is a leader in policy development and implementation. He has gained extensive experience in policy development, grassroots democracy and innovative approaches to community revitalization and resiliency while working for the Iowa Economic Development Authority, Iowa Department of Natural Resources and Iowa Senate. Serving his graduate school alma mater, Drake University, Des Moines, Iowa, Mr. Geerts taught an environmental policy course with an emphasis on public participation approaches and strategies. Since 1998, he has co-instructed an international award-winning graduate international comparative policy class that has studied in-depth best practices and model programs and policies throughout the United States and Europe and has incorporated a study abroad component for more than 20 years. Mr. Geerts brings to these publications his experience serving on boards of directors of state and national nonprofits. He has also served as a project manager for Iowa’s Great Places initiative.
